METHODS OF WORKING AND FIRM CONFLICT: Differences in European and American approaches to the construction process meant that the design and prime architects came to the project expecting to work at different speeds and to make decisions within a different timeframe. European firms often make design decisions during the construction administration phase. Herzog & deMeuron developed a building concept which changed little during the design process, however small-scale decisions were at times not made in advance of construction documents being developed. This required Fong & Chan to be clear about which design decisions were most crucial at a given time during the construction documents phase and push for answers in order to "keep moving."
