PHASING AND THE DESIGN PROCESS: The decision to phase the project required that certain fundamental decisions about the project, such as building footprint and location of the tower, be made early and remain unaltered through the remainder of the design process. This approach allowed Fong & Chan, as prime architect, and their consultants the ability to proceed while more detail-oriented decisions were being made. This variation on a "fast track" approach is allowing the project to proceed on schedule while allowing greater opportunity for both the design concept and construction documents to be fully developed.
