As you can see, the majority of the delays occurred during the construction administration / construction phase. Because UCSF was the general contractor and Pro West worked as construction managers for UCSF, it took longer for information to travel because it had more people to move through (both UCSF and Pro West). This is especially critical during construction when even small delays in information can lead to long delays for the trades at the site, and thus a late project.
