Gordon H. Chong & Partners' involvement began  in October, 1994 when the firm heard about the project by word of mouth and obtained the RFQ with rough outline of programmatic requirements and funding restrictions.

In response to the RFQ, GHCP, as the primary architect, formed a team with Herman Stoller & Coliver Architects, Tai Associates and Greg Roja & Associates, as associate architects.  Each firm contributed  their expertise to address the unique complexities of the project through a 'one team approach'.

Consultants were chosen based on ability and MBE/WBE (minority, women and disabled veteran)  requirements.

The project sponsors desired a high level of participation by Minority Business Enterprises (MBE) in all contracting efforts.  An in-depth process of research and interviews composed a design team of experienced and skilled consultants, sub-consultants, and architects.  The complete team brought a total of 44.25% HRC-Certified MBE participation, 31% HRC-Registered MBE participation, and 8% HRC-Certified WBE participation, meeting the requirements of the Human Rights Commission.

Over 30 firms submitted proposals for the RFQ and the 2 clients chose 6-8 proposals for interview.  In preparation for the interview, GHCP + team conducted a 3-day charette, producing numerous study models expressing urban design ideas, configuration of the program, and form ideas.
