Design Development: Diverging
Development
The majority of the site plan for both the community center and the senior
housing were worked out during the schematic phase when it was decided
that the project was proceeding as one design. BRIDGE received approval
for the entire site when entitlements to the City were submitted in spring
of 2000.
After the schematic phase, the two development's schedules started to
diverge as it was necessary for the housing to keep pushing forward because
the community center design was falling a bit behind. During design development
phase, the decisions on details such as interior spaces, heating systems,
and exterior look are worked out.
Because the ownership between the two uses is different, BRIDGE needed
the Civil Engineer to create a legal description that separates the two
uses. In short a three dimensional legal description was created that
follows the shell of the two uses. So BRIDGE owns all of the three-story
structure and parking, minus the shell space, and the City of San Jose
owns all the area where the community center building is located. This
is somewhat similar to a condo map where there is joint ownership of the
land amongst the users and individual ownership of the condo itself. BRIDGE
needed to own the "housing site" prior to applying for tax credits
in June of 2000.
