On November 14, 1997, the City of San Jose, Dept. of Housing, sent a request for qualifications (RFQ) to developers for the development of the Northside Senior Housing Project. The project called for up to 84 one-bedroom rental units affordable to very low-income seniors. At this stage, it is acknowledged that the community center is on the same site, and the city is "researching ways to finance either a replacement or a renovation and expansion of the existing building." (RFQ, Pg. 1) It is also stated that "the city intend to work with the selected housing developer to determine the feasibility of this developer undertaking the community center expansion and housing project concurrently and turnkey to the city upon completion." (RFQ Pg. 1) The RFQ called for the developer to assemble a team including an architect to bid for the project. David Baker and Associates was chosen by BRIDGE, but were only hired for the housing project. [Link to RFQ] On February 3, 1998, Mid Peninsula Housing, Ecumenical Association for Housing (EAH), and BRIDGE were invited to interview for the project. On April 20, 1998, BRIDGE was selected as developer for the Northside Senior Housing Project. Now that BRIDGE has secured the project, there was a request for proposal (RFP) to the architect for a breakdown of cost. This starts the agreement of fees paid to the architect. [Link to RFP] |
